He didn’t turn his palm past that point where it would be considered carrying, that is why it wasn’t called. Do a lot of players carry? Yes. But in this clip, he did not. He dribbled and turned his hand perpendicular to the floor, allowing the ball to bounce up and spin against his hand, making it seem as if he momentarily held it. Its a common way of dribbling, it isn’t carrying.
